Congress shall make no law respecting the; or abridging the freedom of; or the right of the people to peacefully assemble, and to petition the Government for a redress of grievances.
In 1776 our Founding Fathers petitioned in the most humblest of terms. We
the People must follow in their footsteps, and exercise our 1st Amendment
Rights to Petition for a redress of grievances, Mandating "open" Hearings and
Investigations into the Department of Justice, the Federal Reserve System,
and the "Trading with the Enemy Act" and the United Nations.
"The history
of the present King of Great Britain (government OF THE united states) is a
history of repeated injuries and usurpations, all having in direct object the
establishment of an absolute Tyranny over these States. To prove this, let
the Facts be submitted to a candid world."
Our sole agenda is to expose on the HOUSE FLOOR the fraud , corruption, and usurpation of our Constitutional Rights. Our Nation has reached the point of James Madison's greatest fear "That when the accumulation of power within all three branches of government, the legislative, the judicial and the executive, are in the same hands, then tyranny will follow." This covert Declaration of War against our nation and a legal system which has become a law unto itself. Unjust excessive laws, codes, rules and regulations have become the oppressor of We the People.
Frederick Bastiat, declared: "The law perverted ! And the police powers perverted along with it ! The law, I say, not only turned from its proper purpose but made to follow an entirely contrary purpose! The law has become the weapon of every kind of greed. Instead of checking crime, the law itself is guilty of the evils it is suppose to punish ! This is true, it is a serious fact, and my moral duty requires me to call it to the attention of my fellow-citizens."
The time has come for the GRASSROOTS to take on the spirit of our forefathers. Individually we don't stand a chance, but united together we can and will make a difference.
If not now? When? If not us? Who?
Each and every organization and individual is a vital part of this movement. This is everyone's legal issue. Those of us who have witnessed our Constitutional rights being destroyed must step forward. Once the hearings and investigations are underway, all issues such as: NAFTA; GATT; THE 16th AMENDMENT; 2ND & 10TH AMENDMENT; INDIVIDUAL AND STATE Sovereignty; WACO/WEAVER/OKLAHOMA; THE U.N.; FULLY INFORMED JURY; immigration; FAMILY, TORT and BANKRUPTCY LAW; etc. will be investigated.
"Laying its Foundation on such Principles, and organizing its Powers in such form, as to them shall seem most likely to effect their Safety and Happiness. Prudence, indeed, will, dictate that Governments long established should not be changed for light and transient Causes.
The week of November 5, 1995, a "Task Force" went to Washington, D.C. and hand delivered to President William Jefferson Clinton, Congress, and the Supreme Court of the United States an Actual Constructive Notice and Demand, an evidence package supporting the allegations,and a Public Official Questionnaire.
Completion of Phase 1, now paves the way for filing the law suits against them individually and in their official capacity for "Failure to Uphold Their Oath." As well as, criminal complaints under Title 18.
Additionally, copies were also delivered to Vice-President Al Gore, Attorney General Janet Reno, the Joint Chiefs of Staff, the Secretary of the Department of Treasury and many others.
Copies will be presented to the Federal and County Grand Juries and the Chief Provost Marshall at Camp Pendleton Marine Corp. Base, Ca.
A similar notice has also been delivered to all 50 Governors. We need help serving Mayors/City Councils, County Board of Supervisors/Commissioners and State Legislators and Supreme Court Judges.
It is our sincere belief that there are only a few whom are worthy and deserving enough to deliver the Petition and Mandate to Congress. Therefore, we decided that a recipient of the Congressional Medal of Honor should be chosen to deliver to Congress Assembled our demands. We have several worthy men who have stepped forward to carry out this noble task.
In anticipation of Congress' failure to draft said resolution within the 30 days and submit it to We the People, we will have implemented "GUNNED DOWN WITH PAPER" right along with Ignite the Spirit's petition drive. This is a two-page (one suit fits all) lawsuit, against members of Congress, and the Federal and County Grand Juries, individually and in their official capacity for "failure to uphold their oath of office," as mandated in the petition.
This is not a class Action Suit. Our goal is two million Lawsuits.
Each case against members of Congress will be filed simultaneously in SUI JURIS, in pauperis, in the U.S. Court of Claims in Washington D.C. Thus making enjoining the two million cases difficult, if not impossible. The bankruptcy of the U.S. and the lien on all property will be raised to support the pauper status. There are NO filing fees or costs to participate in GUNNED DOWN WITH PAPER.

QUESTION - How do you get two million lawsuits to Washington ?
ANSWER - A CONSTITUTIONAL CARAVAN, led by two colorfully decorated semi-trailer trucks, carring the lawsuits, will depart San Diego, Ca., immediately following the conclusion of the Republican Parties National Convention on August 17th, 1996.
While we cross the United States of America, we will use radio-talk and a full media blitz, making it impossible for Capitol Hill to not know that we are coming.

On LABOR DAY WEEKEND - 1996, We the People will exercise our right to peacefully assemble, the national demonstration. will be simultaneously broadcasted from Washington D.C., Colorado, and California. This assembly will include prominent speakers and big name entertainment.
"We have warned them from Time to Time of Attempts by their Legislature to extend an unwarrantable Jurisdiction over us."
On the first business day following the National Demonstration on Labor Day Weekend, we will execute "NATIONAL LAW SUIT DAY" by filing lawsuits on Congress, individually, and in their official capacity, for "failure to uphold their oath of office." as mandated in the petition. Our goal is two million lawsuits. In short, if the system doesn't want to stop and listen, we will bring the wheels of injustice to a halt nationally and locally. Each individual has 60 days to respond to the complaint. Failure to answer each and every complaint within the time frame places them in default.
"We must, therefore, acquiesce in the Necessity, which denounces our separation, and hold them, as we hold the rest of Mankind, Enemies in War, in Peace, Friends."
They have already been placed on "Actual Constructive Notice and Demand". We don't need to recall them or vote them out of office. We can put them into a PEACEFUL, LAWFUL "CHECKMATE" for failure to uphold their oath of office by default for failing to answer two million lawsuits within the legal time frame. All of this can be avoided by Congress simply surrendering back to us our Rights as guaranteed under the Constitution.

Working together, we can present a workable and affordable platform to present to the Nation. Under the power and authority of Article 1 of the Bill of Rights of the Constitution of the United States of America, We, the Sovereign undersigned, in common law, for We the People, of the union of States of the United States of America, do hereby petition the government for a redress of grievances.
WHEREAS: On November 22, 1994, our nation's sitting Republican Governors declared: "Federal action has exceeded the clear bounds of the Constitution and thus violated the rights guaranteed to the People;" and
WHEREAS: Because Federal action has exceeded its Constitutional powers and authority, the Citizens of the United States of America face immediate crisis and undue hardships; and
WHEREAS: We the People are being denied Equal Rights, Equal Protection, Equal Access to Justice and Due Process under the Law as guaranteed by the Constitution of the United States of America; and
WHEREAS: Senate Report 93-549 declares that "Since March the 9th, 1933, the United States has been in a declared national emergency . . . For 40 years, the freedoms and governmental procedures guaranteed by the Constitution have, in varying degrees, been abridged;" and
WHEREAS: All elected officials have taken an oath of office to uphold and defend the Constitution of the United States of America; and
A. THAT the Congress of the United States adopt a Resolution of Redress within 30 days of receipt to further act responsibly, and to thereupon conduct open hearings and investigations to identify the "Federal action" that has "exceeded the clear bounds of the Constitution;" and
B. THAT the Congress of the United States immediately impose a moratorium on all new laws, rules, codes, regulations until said hearings and investigations are completed; and
C. THAT the Congress of the United States appoint a Congressional sub-committee to work with an independent Citizens committee of sovereign Citizens and public servants to include Senators Don Rogers, (R-CA) and Charles Duke (R-CO), Dr. Eugene Schroder, Byron Dale, Charlena Alden, Terry Sanders and others, to be determined by the Citizens sub-committee to present evidence and work with the Congressional Committees in said open hearings and investigations; and
D. THAT the Congress of the United States and the aforesaid independent Citizens committee(s) investigate and conduct open hearings on the Trading with the Enemy Act of October 6, 1917, as amended on March the 9th, 1933, the monetary policy employed by the Federal Reserve System, the United Nations and the role these and other acts and Treaties have played in usurping governmental procedures and Citizens rights as guaranteed by the Constitution of the United States of America; and
E. THAT the Congress of the United States and the independent Citizens committee of sovereign Citizens and public servants investigate the Department of Justice and the Bar Association and their roll in the usurpation of Constitutional Rights; and
F. THAT the appropriate Congressional Committee(s) and the aforesaid independent panel prepare a plan in the plain language to restore to the States and to the People prerogatives and freedoms guaranteed by the Constitution as it was envisioned by our forefathers.
We the People, do hereby Petition the Congress of the United States to carry out and conduct open hearings and investigations dedicated to determining and correcting the issues that, on November 22, 1994, led our nation's sitting Republican Governors to say that: "Federal action has exceeded the clear bounds of the Constitution and thus violated the Rights guaranteed to the People".
Furthermore, We the People Petition the Congress to prepare a plan in the plain language in cooperation with designated Sovereign Citizens and Public Servants Committee to include: Don Rogers, (R-CA) and Charles Duke (R-CO), Dr. Eugene Schroder, Byron Dale, Charlena Alden, Terry Sanders, and others to be determined, to work with and present evidence to the appropriate Congressional Committees in said hearings and investigations that will satisfy the Republican Governors pledge to restore "to the States and the people the prerogatives and freedoms guaranteed them under the Constitution" with:
