That phrase is, almost, an ABSOLUTE, when it comes to Greed.
Review history of the Mercantilist Empire, (GREAT BRITAIN), and you'll find they have practiced the same policies for centuries--even to this day.
They use timeworn, proven, practices to...
- Keep the people ( they want to exploit) uneducated;
- Suck the money, and/or natural wealth, out of the "colony"-- The 3rd World;

If military power doesn't work, use economic power--it's more covert;
- Use "Front Men", use foreign--(to Anglos)--corporations--local companies and paid politicians--as a cover for sucking the vitals dry;
- Use local police power--corrupt their system--to protect these tactics; and
- Divide and conquer--split the country, geographically, economically, and/or, politically. ie. Palestine--Jew & Muslim; Viet Nam--north & south; India--Hindu & Muslim; Korea--north & south; Germany--east & west; Iraq & Kuwait; United States in the 1860's--north & south; Ireland--north & south;
